Definition of the Element

Description of the Element
fcode = FIPS code, postal code or any other ID system that provides a code or identifier to locate various geographical features, i.e. places. These are often geographically based, and usually hierarchical. The time element within fcode can be used to state a date or date range within which a feature code is operative. A code, unlike a class, uniquely identifies the feature.
Attributes of the Element
The attribute "lang" is used to indicate the language of the fcode as per %LANGUAGE.
The attribute "resp" is used to record the name of the person responsible for entering the fcode.
