It signfies a small video camera that is either built into the computer usually above the screen, or is attached such as through a USB port. The webcam provides a live video feed of the computer user or something the user wants to show, which can then accessed using the Internet by others. Webcams are typically used for video phone calls or video conferences using the Internet.
